James Breedlove is a lifelong servant-leader with more than four decades of experience across the public, private, and nonprofit sectors. He is widely recognized for advancing equity, strengthening communities, and creating pathways of opportunity for youth of color.
As Board President of Bridge Builders Foundation, James provides strategic leadership and governance oversight in support of the organization's mission to equip young people with the confidence, skills, and support to pursue their goals, lead with purpose, and contribute to thriving communities.
James dedicated over 30 years of leadership and service to the California Department of Corrections, Division of Parole Operations, working at the intersection of public safety, rehabilitation, and community reintegration. In the private sector, he built a successful career as a real estate broker focused on financial literacy, homeownership, and wealth-building in underserved communities. He also served for more than 20 years as Chief Executive Officer of Rosewood Adult Residential Facilities, overseeing community-based residential care for adults living with mental illness. His background also includes experience as a Series 7 Financial Advisor and as an instructor in firearms and defensive tactics.
James holds a Bachelor of Science in Business Administration and a Master of Public Administration from California State University, Long Beach. In 2024, he was named CSULB Alumnus of the Year.
Today, James is regarded as a thought leader in culturally responsive, relationship-centered youth development, championing approaches that emphasize dignity, accountability, and long-term success.


Thomas Dowdy, Jr. is a retired management professional with over 40 years of experience, currently serving as a Management Analyst for the City of Los Angeles while providing international disaster relief and conflict resolution training worldwide.
