Theodore Irving is a Principal City Planner with the City of Los Angeles Department of City Planning, where he leads complex urban planning initiatives in the Project Planning Bureau. Born and raised in Washington, D.C., Mr. Irving began his career in information technology before relocating to Southern California to pursue real estate, becoming a California State Licensed real estate appraiser and working for a major financial institution. He returned to higher education to deepen his expertise, earning both a Bachelor's degree and a Master's degree in Urban Planning and Real Estate Development from the University of Southern California. Mr. Irving joined the City of Los Angeles Department of City Planning in 1997 as a Planning Assistant and has since served in numerous roles of increasing responsibility, including Associate Zoning Administrator, where he adjudicated complex land use matters.
A longtime member of the American Planning Association, he holds the American Institute of Certified Planners (AICP) designation and is a member of Black Planners of Los Angeles. Mr. Irving is a proud Life Member of Omega Psi Phi Fraternity, Incorporated, and has served as a dedicated board member of Bridge Builders Foundation, working to reduce disparities in education, employment, and housing among young African American males. He has completed the African American Board Leadership Institute certificate program and the Southern California Leadership Network program, further strengthening his commitment to community leadership and equity.


Thomas Dowdy, Jr. is a retired management professional with over 40 years of experience, currently serving as a Management Analyst for the City of Los Angeles while providing international disaster relief and conflict resolution training worldwide.
