James Breedlove
James Breedlove is a retired Supervisory Peace Officer for the State of California Parole and Community Services Division. He has more than 30 years of experience in corrections and rehabilitation. In 2005, he received the State of California Parole and Corrections Association Supervisor of the Year award.
Mr. Breedlove is also a licensed Real Estate Broker specializing in both residential and residential investment properties since 1988. He is the former CEO of Rosewood Adult Residential Facilities, which is a group of community-based residential-care facilities that house, feed, and oversee services to adults living with mental illness.
Mr. Breedlove holds a bachelor’s degree in business administration and a master’s degree in public administration from California State University, Long Beach. Mr. Breedlove enjoys reading and traveling.

Melvin Jackson, Jr.
Melvin Jackson is the retired Director for Raytheon Company’s Space and Airborne Systems (SAS). In this position, he served on the SAS Human Resources Leadership Team and Raytheon Diversity Council. Mr. Jackson was the architect for the business segment’s diversity strategy, functioning as the SAS Diversity Champion and consultant to the business leadership team. In addition, Mr. Jackson led the SAS diversity initiative, which included coordination of diversity efforts, diversity councils, employee networks, emerging community outreach, diversity training, metrics, and communication. For the last two decades, Mr. Jackson was instrumental in the company’s recruitment of women and people of color.
Mr. Jackson is a graduate of the University of Southern California; his sister, daughter, grandson, niece, and nephew are also USC Trojans. Mr. Jackson and his wife Kimberle reside in Los Angeles and have four adult children. He enjoys golfing, live music, and traveling.

Phillip Dunn
Phillip Dunn served the city of Pasadena for 34 years, including 25 years as the Executive Director of the Foothill Workforce Development Board in the Housing and Career Services Department. During his tenure, he also held senior-level positions with the city’s Health Department, Community Services Agency, and Rose Bowl Operations. Before his municipal positions, Mr. Dunn was an Account Executive with the Xerox Corporation in El Segundo, CA.
Mr. Dunn holds a Bachelor of Science Degree in Business Administration from Central State University, Wilberforce, OH, and a Master of Arts Degree in Community Planning from the University of Cincinnati, Cincinnati, Ohio. Mr. Dunn is married with two adult sons. He enjoys traveling, photography, and listening to jazz.

Reginald Gentry
Reginald Gentry has 20 years of experience as an energy industry professional. He is currently employed as a Senior Gas Trader at Southern California Gas Company (SoCalGas), the nation’s largest natural gas distribution utility. Mr. Gentry is responsible for the optimization of SoCalGas’ gas injection and storage rights for the Gas Acquisition residential core portfolio. He drafted the original contract and developed the strategy for the Secondary Market Service Group, which he currently leads. At SoCalGas, Mr. Gentry is a member of the supplier Diversity Council, which seeks to identify, develop, and manage the relationship with minority contractors and vendors. Before his tenure at SoCalGas, Mr. Gentry was a Production Program Manager at Honeywell Aerospace Systems.
Mr. Gentry holds a master’s degree in business management from the University of Southern California Marshall School of Business. He also holds a bachelor’s degree from California State University, Long Beach College of Business.
Mr. Gentry is married and has two children; both children are pursuing degrees at Arizona State University. Mr. Gentry enjoys golf, jazz, traveling, and reading.

Charles Franklin
Charles Franklin is currently the Sr. National Manager of Business Development for GLOVIS America, a comprehensive logistics service provider and an affiliate of the Hyundai Motor Group. Mr. Franklin has over 20 years of leadership experience in the automobile industry and was recognized as one of the most influential African Americans in the Auto Industry by On Wheels® magazine.
Having lost both parents by the age of 12, Mr. Franklin understands the power of community support and embraces his responsibility to give back. He has served as the Chief Volunteer Officer of the Challengers Boys & Girls Club, sat on the board of the American Honda Foundation, and Co-Chaired the Greater Los Angeles African American Chamber of Commerce. He has also raised over $1 million for community programs.
Mr. Franklin holds a master’s degree in Business Administration from Pepperdine University, and he is a former adjunct professor at Embry Riddle Aeronautical University. Mr. Franklin is married with one daughter and he enjoys cycling and classic cars.

Theodore Irving
Theodore Irving is a 20-year veteran of the City of Los Angeles Department of City Planning. Over the years he has held several roles and currently serves as a Senior Leader and Planner. In this position, Mr. Irving is the Lead for the Expedited Processing Section (ESP), which processes application requests for subdivisions, conditional uses, variances, and other discretionary requests. Among his other responsibilities, Mr. Irving performs as the hearing officer and makes presentations to the Deputy Advisory Agency, City’s Planning Commissions, and City Council. Mr. Irving consults with the staff of the elected offices, developers, engineers, architects, attorneys, and other professionals in the development community.
Mr. Irving holds a master’s degree in planning and development and a bachelor’s degree in Urban Planning from the University of Southern California. He holds certificates from the American Planning Association (AICP), the African American Leadership Institute, and the Southern California Leadership Network.

Earl Jones
Earl Jones is a retired aerospace architect-engineer with over 42 years of experience in the management, development, and operation of aerospace ground system businesses. His career includes 20 years in the United States Air Force where he received successive assignments in the engineering and management of high technology facility developments and 22 years with TRW, an aerospace corporation, where he managed several multi-million-dollar programs and received numerous awards for professional excellence.
He has been President of EH Jones Consulting since 2002, a company focusing on corporate business development and capital development planning.
Mr. Jones holds a bachelor’s degree in architecture from Tuskegee University and a master’s degree in architecture and urban planning from Syracuse University. He is a Registered Architect in the State of California and a member of the National Organization of Minority Architects (NOMA). Mr. Jones is a member of the Board of Directors for Saalex Solutions, Inc., a space and defense small business; Executive Director of the Trinity Community Development Corporation; board member of Bridge Builders Foundation; and board member of the California Prostate Cancer Coalition. Mr. Jones is a member of the Omega Psi Phi Fraternity, Inc. and has received the Superior Service, Founders, and Omega Man of The Year Awards.
Mr. Jones is married to Esther M. Shields-Jones, who is a professional Nutritionist and has three adult children. He is a native of Birmingham, Alabama.

Wayne Moore
Wayne Moore is a retired public administrator, having served Los Angeles County for over 25 years. He served as Director of the Office of Management and Budget for the LACMTA, Chief Financial Officer for the City of Los Angeles Department of Public Works, and Asst. General Manager of the Los Angeles Department of Transportation. He retired as the Chief Financial Officer of the Southern California Association of Governments.
Mr. Moore is an active member of the Los Angeles community, having served as a past Board President and Scholarship Committee Chair of BBF. Mr. Moore has served on the Los Angeles Fire and Police Pension Fund Board and the Los Angeles County Employee Retirement Systems Boards of Investment and Retirement. He is a past President of WellNest (formerly Los Angeles Child Guidance Clinic) Board of Directors, a 99-year-old behavioral health care service provider in south Los Angeles. He was a founding board member and past President of the Holman United Methodist Church Permanent Endowment Committee and currently serves on the Brookmore Apartment Corporation Board, an owner, and operator of over 1000 low-income and senior housing units in Los Angeles County. Mr. Moore earned his BS in Finance and MS in Public Administration from California State University Los Angeles. He is married to E. Elaine Moore, a retired counselor at El Camino College and Founding Board member of the Umoja Community, a year-long learning community dedicated to enhancing African American college students’ cultural and educational experiences.

Alvin T. Trotter, Jr.
Alvin T. Trotter, Jr. is a Senior Director, Construction Management for the Third Party Administration within Program Management for the Los Angeles County Metropolitan Transportation Authority (LA Metro). He has over 25 years of experience in construction and in his current role with LA Metro, Alvin utilizes his leadership skills, construction knowledge, and ability to bring people together in order to build teams and transportation infrastructure projects that improve mobility throughout Los Angeles County. He is a native of Los Angeles, California, and a graduate of Morehouse College in Atlanta, Georgia where he earned a BA degree in Business Administration majoring in Real Estate.
Prior to coming on board with LA Metro in 2008, Alvin obtained his General Contractors license in 2006 while working in the capacity of Construction Manager for Copper Hill Homes and later as the Chief Operating Officer for CHH Construction in Yucca Valley, California where he oversaw construction and development of the largest development in the high desert area above Palm Springs developing land and build-out of single-family homes tracts from 2002-2008.
In addition to Alvin’s regular duties at LA Metro, he was appointed to serve on the Citizens Bond Oversight Committee for LAUSD from 2020-2022 as a representative for the Los Angeles Area Chamber of Commerce, including serving on the Citizens Bond Oversight Executive Committee in 2021. Mr. Trotter also serves as the Vice President for the African America Employees Association at LA Metro.
Alvin is married to Keisha Cooley-Trotter and has three (3) children – Noah, Alvin, III (deceased 2009), and Miles.

Brian E. Butts
Brian Butts is the manager of the Procurement Inclusion and Diversity department at American Honda Motor, Co. Inc., where his group assists the Honda organization in spending over 3 billion dollars annually with diverse business enterprises. Since joining Honda in 1992, Mr. Butts has served as district sales manager, assistant manager of Auto Shows & Exhibits and National Auto Advertising, and manager of Honda Regional Marketing, Brand Development, Certified Pre-Owned Vehicles, and Automobile Logistics & Quality Control. Mr. Butts currently serves on several boards.
Mr. Butts holds a Master of Science degree in Leadership and Management from the University of LaVerne and a bachelor’s degree in finance, marketing, and economics from Howard University. Mr. Butts is married with one son and enjoys golf, auto, and motorcycle racing, as well as world travel with his wife.

Westley Sholes
Westley Sholes is a retired hospital administrator and deputy director of the Los Angeles County Department of Health. He is a health care advocate with 60 years of experience.
In addition to being a founding member of the California Prostate Cancer Coalition, Mr. Sholes sits on the board of the Single Room Occupancy Housing (SRO) Corporation, he is a member of the Movember Global Scientific committee and a member of the UCLA prostate sore program. For four years, Mr. Sholes also served as a faculty member for an American Association for Cancer Research (AACR) clinical trials training for fellows and postdoctoral students. Mr. Sholes is a consumer advocate member of several University sponsored Cancer Research projects.
Mr. Sholes holds a bachelor’s degree in biology from Xavier University in New Orleans, Louisiana, and a master’s degree from the University of Southern California. Mr. Sholes is a longtime resident of Palos Verdes. He is married with one daughter, the proud grandfather of two, and enjoys computer-based airplane flight simulation.

Drake Dillard
Drake Dillard is a registered architect with more than 32 years of experience in the management design and construction of the medical, educational, and commercial industries. His duties have encompassed program development, budget estimates, schedule development, consultant selection, and management of multi-disciplinary project teams. Throughout his career, Mr. Dillard has been instrumental in directing the design and construction process—identifying general and specialty contractors, evaluating and approving changes, monitoring, and tracking project progress, as well as controlling project cost, schedules, and cash flows.
Mr. Dillard holds a master’s degree in Architecture from Howard University and a bachelor’s degree from the University of Illinois.

William Dillard
William Dillard is currently a Supervising Deputy Probation Officer for the Los Angeles County Probation Department. He has 39 years of experience working with both juvenile and adult offenders. Mr. Dillard earned his Bachelor of Science degree in Organizational Management from the University of La Verne.
“Big Will,” as he is affectionately known, takes pride in serving the community and participating in mentoring programs, especially the E.E. Just Science Academy. Mr. Dillard is married and enjoys live music, traveling, and spending time with family and friends.

Gerald Milfort
Gerald Milfort is currently employed as a Deputy Public Guardian for the Los Angeles County Office of the Public Guardian. He supervises a unit that specializes in staff training, internal audits, and providing informational presentations of The Public Guardian function to outside agencies.
His prior employment was in the entertainment industry, TV59 Telemundo Television, Fresno, E! Entertainment Television, various television and cable networks including FOX and Warner Bros., business-to-business sales, and real estate.
Mr. Milfort strongly believes in giving back to the youth of the community to provide a pathway to education and personal fulfillment.
Mr. Milfort holds a bachelor’s degree in Mass Communication/Journalism from California State University, Fresno, and a master’s degree in Telecommunication Systems Management from National University.
